The governor shall annually issue a proclamation setting apart the third Sunday in May as Joshua James Day, the first keeper of the Point Allerton Life Saving Station, in the town of Hull and the most decorated member of the U.S. Lifesaving Service, and recommending that said day be observed in an appropriate manner by the people.
