SECTION 10. Special examinations and reports on matters affecting management or finances

The secretary may make a special examination of the management or finances of any department, officer, commission or undertaking which receives annual appropriations of money from the commonwealth, including annual appropriations to be met by assessments, and may report on the management or finances to the governor and to the general court.
