SECTION 36. Mortgages held by commonwealth; discharge; assignments

If the state treasurer is authorized to discharge a mortgage held by the commonwealth, the state treasurer may assign it instead of discharging it; but such assignment shall not impose upon the commonwealth any liability, express or implied.
