SECTION 3. Reports and opinions; publication; sale

The board shall provide for the publication and sale or distribution of such of its reports and opinions as are of public interest, in such form and manner as it may deem best adapted for public convenience and use, upon such terms and conditions as may be approved by the governor and council.
