SECTION 7. Council or board proposal; submission to voters

The city council or board of selectmen may submit to the voters of the city or town a proposal for the acceptance of any of the optional plans of municipal administration which are provided in this chapter in the same manner and with the same force and effect as is hereby provided for submission by petition.
