SECTION 17. Penalty for violation of Sec. 15 or 16

Whoever violates any of the provisions of section fifteen or section sixteen shall be punished by a fine of not more than five dollars. The driver or custodian of a vehicle shall be deemed to be the party responsible therefor and shall be liable to the foregoing penalty.
