SECTION 10. False statement as to quantity or quality of goods laden

Whoever knowingly and with intent to defraud such proprietors makes or causes to be made a false statement of the quantity or quality of goods, wares or merchandise laden or to be laden on board of a boat used on such canal shall forfeit one hundred dollars.
