SECTION 18. Recognizance for costs

Before any action is taken upon an appeal under section fifteen or seventeen the appellants shall cause a sufficient recognizance to be given to the county, with sureties to the satisfaction of the county commissioners, for the payment of all costs and expenses to the county which shall arise by reason of the proceedings on such appeal, if the appellants do not prevail.
