SECTION 5. Keeping ferry without license; liability

Whoever without license keeps a ferry and demands or receives pay or toll therefor shall forfeit not more than five dollars for each day during which he keeps such ferry, and shall be liable for all damages caused thereby to any person authorized to keep a ferry.
