SECTION 249E. Placing foreign substances in coal receptacles; sale

Whoever, by himself, or by his servant, agent or employee, in placing or packing coal in any basket, bag, sack or other receptacle, places or causes to be placed therein any foreign substance, or sells, or exposes or offers for sale, or has in his custody or possession with intent to sell, coal placed or packed in a basket, bag, or sack or other receptacle containing an unreasonable amount of any foreign substance or producing an excessive amount of non-combustible residue, including ash, shall be punished by a fine of not more than one thousand dollars or by imprisonment for not more than one year, or both.
