SECTION 11. Rules for the management of house of correction; examination of accounts; records

The county commissioners of the several counties and the penal institutions commissioner of Boston shall cause the rules established for the management of the house of correction and for the government of the prisoners therein to be strictly observed, shall examine all accounts of the master relative to the expenses of the institution, and keep a record of their official proceedings relative thereto.
