SECTION 28. Supplies for jails and houses of correction

The county commissioners shall, except in Suffolk county, without extra charge or commission to themselves or to any other person, procure or cause to be procured all necessary supplies for the jails and houses of correction, to be purchased and provided under their direction and at the expense of the county.
