SECTION 29. Non-use of land; liability for maintenance or assessment on fence

A proprietor shall not, so long as he declines to cultivate his land or use it for pasturing, for the growth of wood or otherwise, be required to maintain any part of the fence or to pay any assessment on account of his land.
