Without the approval of any justice of any court, a child support hearing officer shall have the power to issue subpoenas for the appearance of witnesses; to put witnesses under oath; to call parties to proceedings and to examine parties and witnesses; to require parties to file financial statements signed under oath; to issue a capias upon the failure of a party to appear on proper notice; and to accept acknowledgments of paternity and order blood tests under chapter two hundred and nine C.
