SECTION 27. Verdict; effect upon action for new damages

If, upon an action by the owner of the land, the jury return a verdict that he is not entitled to any annual compensation, the judgment thereon shall not bar a new action for damages alleged to have arisen after such verdict and for compensation for damages thereafter sustained.
