SECTION 19. Clerk; duty to tax costs; notice

Costs shall be taxed by the clerk of the court. No costs shall be taxed without notice to an adverse party who gives seasonable notice in writing to the clerk of his desire to be present at the taxation or causes such notice to be entered on the docket. Notice given by or to the attorney in the action shall be equivalent to notice by or to the party.
