Nothing in this chapter shall lessen or affect the authority or powers of the department of highways or of the registrar of motor vehicles under chapter ninety. No person holding a certificate or a permit authorizing the transportation of property for compensation by motor vehicle within the city of Boston, shall be required to obtain a license from the police commissioner for said city on account of such transportation or the use of motor vehicles therein.
