SECTION 2. Extraterritorial jurisdiction

No group long-term care insurance policy shall be offered to a resident of the commonwealth under a group policy issued in another state to a group described in clause (4) of the definition of group long-term care insurance unless the commonwealth or another state having statutory and regulatory long-term care insurance requirements substantially similar to those adopted in the commonwealth has made a determination that the requirements of said clause (4) have been met.
